摘要
当前创新集群已成为欧美发达国家推动经济发展的一种有效的经济组织形式。文章通过梳理德国创新集群发展的历程,归纳了德国推进创新集群发展的政策特征,结合我国创新集群发展的现状,为我国推进创新集群的发展提出对策建议:从顶层战略着手,多种推动方式并存;重视通过市场机制构建集群内创新网络;重视对集群的评估与监测;建立信息平台,加强合作交流。
The innovation cluster has become an effective economic organization to promote economic development in developed countries. This paper reviews the process of German innovation cluster development, generalizes the German advance policy features of innovation cluster development. Then it puts forward some suggestions to promote the development of innovation clusters in China based on the present situation, includes： starting from the top-level strategy, promoting in various ways; paying attention to the construction of innovation network in cluster through market mechanism; paying attention to the evaluation and monitoring of the cluster; establishing the information platform, strengthening cooperation and exchanges.
