一带一路产业升级下的高等教育发展战略研究——以节点城市天津市为例

Research on the Development Strategy of Higher Education in the Background of Industrial Upgrading under “One Belt and One Way” Strategy——Taking Node City Tianjin as an Example

一带一路背景下,各地区高等教育应积极配合地区产业转型升级,切实承担起人才培养的重要使命。运用动态偏离份额法分析天津市产业转型升级,结果显示天津未来产业转型将优化发展都市型农业、先进制造业、现代服务业并推进产业融合。基于产业转型升级方向下的高等教育人才培养目标以专业型人才、实用型人才、前沿型人才为导向。围绕人才培养目标和现实制约构建"三层次"高等教育改革新构想,以创新人才培养模式,切实增强高等教育服务经济社会发展能力。

Higher education of all regions should actively cooperate with the regional industrial transformation and upgrading, and effectively take the important mission of talent cultivation under the ＂One Belt and One Way＂ strategy. This paper analyze the transformation and upgrading of the industry of Tianjin using the Shift -Share Analysis, finding that industrial competitiveness of industry and finance industry is gradually strengthened while the competitiveness of other industries such as agriculture and tourism industry is weakened. Tianjin industrial transformation in the future will optimize the development of urban agriculture, advanced manufacturing, modern services and promote industrial integration under this circumstance. On this basis, Higher education＇s objective is professional talents, practical talents and advanced talent-oriented. Aiming at the goal and realistic constraints of talent cultivation, this paper build the concept of a three - level higher education reform in order to innovate the talent training mode and earnestly enhance the ability of higher education to promote the economic and social development.
