Chinese Digital Archival Resources Integration and Services: Concepts, Approaches and Mechanisms

为探讨国家数字档案资源整合与服务的概念、路径和有效作用机制，本文借助问卷调查法，获得国内外22名专家的观点及意见。研究结果表明：多学科视角下“多元价值”的认识及其多样性目的的实现是整合与服务的核心议题；推进政府信息公共服务能力提升是整合与服务的发展方向；构建信息资源管理协同创新机制，促进公共服务机制、标准规范机制、法律机制联动和权责利关系协调是整合与服务的有效路径。

In order to explore the concepts, approaches and effective mechanisms of Chinese digital archives resource integration and service, this paper obtains opinions of 22 experts at home and abroad with the questionnaire survey method. The results show that the exploitation of ＂multivariate values＂ of archival resources for multidisciplinary purposes is the key issue of the integration and services of digital archives resources. The enhancement of capacity of government information public service providing is the future direction of integration and services. The construction of a collaborative innovation mechanisms for information resource management to connect public service mechanism, standardization mechanism, legal mechanism for their interactions and coordinated rights and responsibilities is an effective way for successful integration and services.
