网络交易市场的协同治理研究——以武汉市为例

On Cooperative Governance of Network Market:A Case Study of Wuhan City's Network Transactions

文章采用案例分析法,以协同治理理论为分析框架,通过对2017年"双十一"期间武汉市网络交易市场协同治理过程的解析,发现吸纳其他治理主体参与治理、建立平等协商的对话机制和应用信息共享的联动机制对网络交易市场的监管取得了较好效果。同时,治理主体间利益协调不足、监管与反监管博弈不断上演等问题症结也制约着网络交易市场协同治理绩效,针对这些问题,需建立协同治理的利益协调和补偿机制,构建政府主导、多方参与的协同治理模式。

This article uses case study and collaborative governance theory as the analytical framework.Through the analysis of the process of collaborative governance of Wuhan＇s online trading market during the＂double 11＂period in 2017,we found that other governance entities participate in governance and establish a dialogue mechanism for equal consultation.The linkage mechanism of application information sharing has achieved good results in the supervision of online trading market.At the same time,the lack of coordination of interest among governance entities and the continuous development of the game of supervision and anti-regulation also restrict the collaborative governance performance of the online trading market.To solve these problems,it is necessary to establish and improve the benefit coordination and compensation mechanism for collaborative governance,and to build and improve government-led multi-participated collaborative governance model.
