提高女性的再生育意愿、增加新生儿数量,有助于缓解我国人口老龄化、少子化现状,修复被破环的人口结构,实现人力资源的可持续发展。"全面二孩"政策的实施在某种程度上提高了女性的再生育意愿,但女性再生育意愿还受到个人、家庭、社会经济等诸多非政策因素的影响,存在"成长上限"、"舍本逐末"和"富者愈富"等问题。解决问题的对策在于:家庭、企业和社区共同分担抚幼责任;降低二孩家庭的育儿成本,减轻家庭的经济负担;消除女性就业歧视,保障女性就业权益。

The implementation of the ＂Universal two - child Policy＂, to some extent, improves the female＇ s reproduction willingness, but female＇ s reproduction willingness is also influenced by many non - policy factors, there are some problems such as ＂Limits to Growth＂, ＂Shifting the Burden＂, ＂Success to the Successful＂. In order to solve these problems, family, enterprise and community should share the responsibility of child care, we should reduce the cost of child rearing, improve the economic burden of the family, and eliminate female discrimination in employment, protect the rights and interests of women＇ s employment.
