The Stage Characteristics and the Enlightenments of the Supply-side Structural Reform in Agriculture: 1978 ～ 2015

在构建供给侧结构形成与演进分析框架的基础上,运用比较历史制度研究方法,回溯1978~2015年中国农业供给侧结构性改革的演进历程。主要围绕放松管制与市场化主线梳理调控发生、发展和演进机理,概括不同阶段的调控特征,从克服"市场失灵"的内生性调控与"政府失灵"的外生性调控两个维度剖析存在的问题,提出增进行政性管制的适应性、优化经济性管制激励方向、促进社会性管制前瞻性建构以及通过部门职能整合提高管制绩效等措施推进农业供给侧结构升级。

Based on building a theoretical framework of the formation and evolution of supply - side structure, the paper reviews the evolution progress of agricultural supply - side structure reform during 1978 to 2015 by using the method of historical system comparison. The paper mainly analyzes the mechanism of the happening, development and evolution of regulation based on deregulation and marketization, aiming to summarize the characteristics of different stages. By analyzing problems from the endogenous regulation of ＂market failure＂ to the exogenous regulation of ＂government failure＂, the paper proposes that we should enhance the adaptability of government regulation, optimize the direction of economic regulation, promote the prospective construction of social regulation, and improve government performance by integrating departmental functions in order to promote the structural upgrading
