基本公共服务均等化能降低市场分割程度吗?——基于省级面板数据的实证检验

Can the Equalization of Basic Public Services Reduce the Degree of Domestic Market Segmentation? An Empirical Research Based on Provincial Panel Data

选取2006~2016年的省级面板数据,构建并测度基本公共服务均等化和市场分割指数,对二者的关系进行实证检验。结果显示:中国目前推进的基本公共服务均等化进程有利于降低市场分割程度,但同时存在政策效果的滞后性。在安排政府公共支出时,不仅要注重推动资本积累,更要注重提升基本公共服务均等化水平,促进劳动力要素的自由流动,以降低市场分割程度。

Based on provincial panel data from 2006 to 2016, this paper constructs and measures the index of equalization of basic public services and the index of market segmentation, and an empirical study is made on the relationship between two indexes. The results show that the equalization process of the basic public services implemented in China at present is conductive to reducing the degree of market segmentation, but the policy results lag behind the implementation. In order to promote the free flow of labor to reduce the degree of market segmentation, it is suggested that the arrangement of government public expenditure should not only emphasize capital accumulation, but also pay attention to the equalization level of the basic public services.
