巴西贫民窟的规模、特质、治理等方面在国际上具有一定的典型性。从巴西贫民窟的形成背景、形态特征、形成和壮大的缘由方面,概括总结巴西贫民窟的历史渊源和外化表现。从治理机构、治理体系、治理核心、治理措施、社会政策等方面对巴西政府贫民窟治理的实践和成效予以阐述。进而尝试从微观的具体整改举措、中观的城市社区治理能力、宏观的城市反贫困政策网络方面,探讨巴西经验对我国棚户区改造和棚改社区治理的借鉴意义。

The scale, characteristics and governance of the slums in Brazil are typical cases in the world. This paper summarizes the historical origin and the externization of the slums in Brazil by researching their background, characteristics, causes of formation and growth. In addition, it elaborates on the practice and achievements of the Brazilian Government＇ s slum governance in terms of governance institutions, systems, cores, measures and social policies. Further, it discusses the referential value of Brazil＇s experience in shan- tytowns reconstruction and shelter community governance in China from the aspects of microcosmic con- crete rectification measures, mesoscopic urban community governance ability and macroscopic urban anti- poverty policy network.
