摘要
自9·11事件以来,美国形成了以高技术为核心的反恐战略部署,提出以科技应用为主导,全力支持所有涉及国土安全的科技计划。本文分析了美国科技反恐机制的形成与发展脉络,重点从两个方面进行了研究,即美国政府出台多部配套法律,为科技反恐的实施奠定了强有力的法律基础,并设立国土安全部协调各个政府部门,组织协调科技反恐工作,构建跨部门合作机制,逐步形成了较为完备的科技反恐网络体系。建议我国借鉴美国在科技反恐法规建设、组织架构和跨部门协调机制等方面的成功做法,构建符合中国国情的科技反恐体系和机制。
Since the 9·11 incident, the United States has formed the strategic plan of anti-terrorism with the core of high technology, and put forward to fully support all the science and technology plans related to homeland security based on the application of science and technology. This paper analyzes the formation and development of the anti-terrorism mechanism of science and technology in the United States, focusing on two aspects: the United States government enacted a number of supporting laws, which laid a strong legal foundation for the implementation of the anti-terrorism of science and technology, and established the Department of Homeland Security to coordinate government departments, organize and coordinate anti-terrorism work of science and technology, build inter-departmental cooperation mechanism, and gradually form a relatively complete network of anti-terrorism of science and technology. This paper suggests that China should learn from the successful practices of the United States in the construction of science and technology anti-terrorism laws, the organizational structure and the inter-departmental coordination mechanism, so as to build a science and technology anti-terrorism system and mechanism in line with China's national conditions.
