清代永定河工与直隶职官变革

The workers on the Yongding river and their officialdom of Zhili province in Qing

金元以降,永定河流域水患渐生,至明末灾害愈甚,永定河的泛滥成为影响地方社会安定和国家政权稳固的重大问题。清代将永定河工纳入国家治理的范畴之中,康雍乾时期,通过设官营治,逐渐确立并完善了对永定河的管理机制。在这一过程中,永定河道的设置同直隶河道水利总督的设置与废除,成为直隶地区职官设置方面的重要变革,反映出国家水利建设对地方官制结构的影响,是清代政府职能扩大的一种体现。

Floodings have so frequently struck the Yongding river that even threatens the regional social stability and state powers from Jin and Yuan to the end of Ming dynasty.Consequently,the workers on the Yongding river have been incorporated into the national institution in Qing dynasty.Likewise,the establishment and abolishing of the institutional officialdom during the reign of Kangxi,Yongzheng and Qianlong emperors speaks for the significance of the management of the Yongding river.
