供给侧结构性改革背景下的农业保险发展对策研究

Strategic Study of Agricultural Insurance Development against the Background of Supplying Side Structural Reform

为促进农业产业的健康发展,2016年发布的中央"一号文件"做出了推进农业供给侧结构性改革的重要战略部署,并提出要将农业保险作为农业产业发展的重要保障手段之一。但始于2006年的政策性农业保险制度,却因存在于供给侧的种种不足并未有效助推农业产业的发展,政策实施效果不尽如人意。为适应和引领经济发展新常态,在推进农业产业供给侧结构性改革的背景下,强化农业保险对农业产业发展的支持粘度,从供给侧提升农业保险产品质量、增加有效供给以及构建供给风险防范机制等举措,对于农业保险供给侧结构性改革较具有实际意义。

To propel the healthy development of agricultural industry,＂Number 1 Document＂issued by the Central Government in 2016 affirms the important strategic distribution to propel agricultural supplying side structural reform and proposes to have agricultural insurance as one of the important methods to develop agricultural industry. Since the issuing of agricultural insurance system in 2006, due to the demerits of the supplying side to propel agricultural industrial development, the effect of the policy is short of satisfaction. In order to suit and lead the new normal state of economic development, in the background of propelling the agricultural industrial supplying side structural reform and strengthening the supporting force of agricultural insurance of its industrial development, promoting product quality of agricultural insurance, increasing efficient supply and constructing supplying risk protective mechanism, it is practical to reform agricultural insurance supplying side structural reform.
