公路工程“代建、监理一体化”管理新模式探索

Exploration on the New Construction Management Model of "Integration of Agent Construction and Supervision" of Highway Engineering

文章结合内蒙古自治区公路建设的实际情况,分析研究近年来国家公路建设管理模式的体制机制创新;结合我国其他省份的公路建设管理模式,提出适合内蒙古自治区实际的公路建设管理模式,即"代建、监理一体化"模式;从理论上充分论证"代建、监理一体化"模式,探讨分析"代建、监理一体化"模式在现有法规和制度下遇到的困难和问题,并提出解决问题的意见和建议。

Based on the actual situation of highway construction in the Inner Mongolia Autonomous Region, this paper analyzes and studies the system and mechanism innovation of national highway construction management mode in recent years. According to the practice and experience of road construction management in other provinces in China, the road construction highway model suitable for the Inner Mongolia Autonomous Region has been proposed, namely the ＂integration of agent construction and supervision＂ model. In theory and practice, the model of ＂integration of construction and supervision＂ is fully demonstrated, and the difficulties and problems encountered in the existing regulations and systems are discussed and analyzed, and suggestions for solving the problems are also put forward.
