摘要 基于文献分析和冲突事件逆向推演法对风险因素进行识别和筛选,形成风险清单,然后根据社会网络理论构建网络拓扑结构,运用UCINET软件进行数据分析,结果表明引发社会不稳定的关键风险因素主要有民意表达渠道不畅、政府监管不力和立项审批程序不合法。最后在此基础上,针对关键风险因素提出具体防控措施,为政府从源头上进行风险防控和治理、维护社会稳定提供借鉴。 This paper uses literature analysis and conflict event reverse inference to identify and select risk factors in order to form a risk list. According to the social network theory,constructs and analyzes the network topology by UCINET software. The results show that the key risk factors that cause social instability mainly include poor public opinion expression channels,poor government supervision and unlawful examination and approval procedures. Finally,puts forward specific prevention and control measures for these key risk factors,so as to provide references for the government to prevent and control risks from the source and maintain social stability.
