面向新时代加快推动形成全面开放新格局

Promoting the Formation of New Pattern of All-Round Opening up in the New Era

进入经济新常态之后,中国对外贸易、利用外资、对外投资保持平稳发展,但也出现了一些新情况、新问题。党的十九大提出"推动形成全面开放新格局",为新时代对外开放提出了新的更高要求。面对复杂多变的国际形势,在发达国家新兴产业加快发展与发展中国家传统产业低成本优势的"双向竞争"下,以要素成本为核心的中国传统优势明显弱化,迫切需要加快实现外经贸发展新旧动能的转换。坚持创新驱动,深化供给侧结构性改革,着力培育国际经济合作和竞争新优势,加大西部开放力度,推动陆海内外联动,实现东西双向互济,探索建设自由贸易港,坚定不移地引领全球化进程,加强与"一带一路"沿线国家的经贸合作,完善全球治理机制,为构建人类命运共同体贡献中国智慧。

As entering the new normal,China＇s foreign trade,FDI utilization and foreign investment maintained steady growth with some new problems appeared. The 19 th Plenum of the Party put forward ＂promoting the formation of a new pattern of opening up to the outside world＂,which set new and higher requirements for China＇s opening up in the new era. Faced with the complicated and volatile international economic situation, under the ＂two-way competition＂from both developed countries and developing coutries the traditional advantages of China with low costs of factors of production as the core, have obviously weakened and therefore it is of urgent need to speed up the conversion of development momentum. To this end, China should adhere to the drive of innovation, deepen the structural supply-side reform, focus on fostering new advantages in international economic cooperation and competition,improve the opening up of the western region as well as exploring the building of free trade ports,we should unswervingly lead the globalization proces,strengthen economic and trade cooperation with countries along the Belt and Road Initivative and improve the global governance mechanism so as to contribute Chinese wisdom to the construction of a community of shared future for mankind.
