最低生活保障“漏保”问题研究——以北京市为例

Research on the Leakage of Dibao: A Case Study in Beijing

目前,全国各地加强了最低生活保障的动态管理,大大降低了"错保"现象,与此同时,造成了贫困人口的"漏保"风险上升,但是这一问题尚未引起实践部门和理论界的重视。本文以北京市为例,通过与发达国家以及上海市进行比较分析,估算了北京市最低生活保障"漏保"程度,分析了"漏保"原因,并提出了解决"漏保"问题的对策。

Currently, the wrong coverage rates have been reduced nationwide as local governments strengthen dynamic management of Dibao. Simultaneously, the risk of leakage has been increased. But the issue has not caused the attention of practice departments and theoretical researchers. This paper carries out a case study in Beijing to estimate the leakage rate of Dibao in Beijing and analyses the causes of leakage through a comparative analysis among Beijing, Shanghai and some developed countries.
