Care for Elders with Disabilities:Theoretical Model, System Components and Support System

体现全民共享、全面共享、共建共享、渐进共享的公共服务包括:政府主导的基本公共服务和市场供给的非基本公共服务。由此,失能老人养老服务体系包括:免费为特殊失能老人提供的福利性基本养老服务子系统;以成本价格为依据向普通失能老人提供的非营利性基本养老服务子系统;以市场价格为依据向全体失能老人提供的营利性非基本养老服务子系统。为有效供给这些服务,应完善以技术创新、模式创新、走医养结合之路为主要措施的制度建设支持系统;优化以政府政策性投入为杠杆,撬动社会资本为主要措施的经济支持系统;培育以发展智能养老服务机器人为主要措施的"人力"支持系统。

Public services in line with the concept of sharing include government-led basic public services and market-based non-essential public services. Accordingly, the care service system for disabled elders consists of three parts： component providing free basic elderly services for special disabled elders; component providing non-profit basic elderly service for ordinary group of disabled elders at a price which covers the cost; component providing profitable non-essential elderly services for all disabled elders at market prices. The support system bolstering the elderly services for disabled elders includes： institution building to promote innovations in technology and to pattern and to integrate medical care and long-term care; financial support which takes the government＇s inputs as a lever to mobilize more social investment; human resource support mainly through the development of intelligent robots for elderly care services.
