摘要
本文的目的是为加强食品安全管理体系的建设,提出食品安全标准及监督管理工作的建议,结合国家政策要求与食品安全工作现状,对食品安全标准工作取得成果进行概述,浅析目前尚存的问题。"十三五"期间食品安全管理体系建设需重点夯实法律基础、提高法治等级;保护及优化食品安全标准机构职能的公正性、独立性;提高食品安全标准的技术水平;注重食品安全标准制定及其修订工作的社会影响力。最终得出在艰巨的食品安全标准与监管工作任务背景下,倡导法治、科学、实用、奋进的文化氛围,着力标准与监管的软实力建设、硬件配置与执行人、人才输送的相得益彰,有战略布局地提升我国食品安全管理体系的结论。
To strengthen the construction of food safety management system, and make proposals on food safety standards and supervision. Methods: According to the state policy requirements and the status of food safety work, this paper summarizes the achievements of food safety standards, and analyzes the existing problems. Results: The construction of food safety management system should focus on laying a solid legal basis, improve the rules of law; protect and optimize the fairness, independence of food safety standards institution; enhance the technique in food safety standards; emphasize the social influence of the revision in food safety standards. Conclusion: Advocating the rules of law based on scientific, practical and progressive cultural atmosphere, combined with soft power construction, hardware configuration and executors which would got strategic layout to enhance China's food safety management system.
