Application of Delphi method to establish performance appraisal index system of health education in Urumqi city

摘要 目的应用Delphi法建立乌鲁木齐市健康教育专业机构绩效考核指标体系。方法运用头脑风暴法、文献回顾法初步拟定考核指标体系,对指标体系开展Delphi法专家咨询,使用专家积极程度、权威系数和协调系数进行评价,采用打分法和加权法确定各指标权重。结果 14名来自以公共卫生专业背景(78.6%)、疾病预防控制工作性质(64.4%)为主、正高职称占28.5%的专家参与两轮咨询,问卷回收率均达到100%,一级、二级指标权威系数分别为(0.82±0.06)、(0.81±0.05);建立了由8个一级指标、34个二级指标组成的指标体系,一级、二级指标重要性的协调系数分别是0.713、0.64(均P<0.05)。结论专家的积极程度、权威系数、协调系数均达到指标体系的建立要求,结果有很好的可信度。 Objective To establish the performance appraisal index system of health education in Urumqi by using Delphi method. Methods With brainstorming and literature review to study out the index system which be confirmed by Delphi method and be assessed by specialist participating level, authority coefficient and Kendall's W.The weight of index was calculated by method of proportionate allocation and weighted method.Results A total of 14 experts participated in two rounds of consultation who take the public health professional background(78.6%) and the nature of disease prevention and control work(64.4%) as the principal, and the experts with senior professional titles accounted for 28.5%. The questionnaire recovery rate reached 100%, the specialist authority coefficient of first-class and second-class indicators was(0.82±0.06) and(0.81±0.05). The final indicator system was consisted of 8 first-class indicators and 34 second-class indicator. The W for each class of indicator were 0.713 and 0.64(all P0.05). Conclusion The positive degree,authority coefficient and coordination coefficient of the experts all meet the requirements of establishment of the index system and the results have good credibility.
