法律监管是维护综合保税区正常运营的重要手段。目前新疆尚无相关的地方性法律法规与政策。这给综合保税区的发展带来了潜在性的隐患。随着"一带一路"倡议的不断推进,新疆边境贸易地缘优势的逐渐突显,应快速构建起具有自身特色的法律监管机制,完善相关法规,确保有法可依;明确监管主体,保障监管效力;革新监察运行机制,提高监管效率;鼓励监管机构人员学习民族语言,统一官方用语。

Legal supervision is an important means to maintain the normal operation of the comprehensive bonded area. At present,there is no local laws,regulations or policies in Xinjiang. This makes the Xinjiang comprehensive bonded area supervision is not strong,to the development of comprehensive bonded area has brought potential hidden dangers. Xinjiang ＇s border trade has obvious geographical advantages. we should build our own legal system as soon as possible to protect the comprehensive bonded area and get rid of the development model driven by policies.Through the establishment of a wide and strict investment system to ensure the stability of the comprehensive bonded area and the use of tax structure optimization and other means to promote the development of enterprises in the region.
