靖边县及能源化工综合利用园区配水思考 被引量:1

摘要 靖边县地处陕西榆林西部,是国家能源化工区主要基地之一,经济位列全省县级前三甲。该县在干旱的陕北地区总体上属于水资源相对较丰富区域。境内有大小河流648条,水库35座;地下水赋水性较好的白垩系洛河组砂岩在县内2/3区域内有分布,是较为理想的地下水开采层。县域水资源量虽然相对较丰富,但有许多开采难度较大,开采利用水资源工程费用相对较高,随着经济发展,相对较丰富的水资源与当地经济发展相比,日显紧张。如何使有限的水资源,为快速增长的当地经济提供支撑和保障,应在最严格水资源管理制度下,通过挖潜改造、水权置换、产权制度改革等措施,在榆林市水资源统一管理之下,"以水定产、以供定需",实现水资源优化配置,做到水资源节约、保护和可持续利用,以支撑和保障当地经济社会的可持续发展,谋求单位水的社会、经济、生态三方效益最大化。 Jingbian County located in the west of Yulin in Shaan Xi province,is a major base of national energy chemical industry zone,economic ranks top three of the county level. In the arid Shaanxi northern region,Jingbian is relatively rich in water resource. There are 648 rivers and 35 reservoirs; Cretaceous Luohe formation sandstone with high water content is the ideal groundwater exploitation layer,which covers the 2/3 area. Although the water resource is relatively abundant,it is difficult for mining. Mining cost is relatively high. But with the development of economics,the relatively rich water resources tend to be more and more nervous. Then,use the limited water resources to support and ensure the rapid growth of the local economics become an urgent issue. exploring the potentials and reconstructing,water right replacement and property system reform under the unified management of water resources in Yu Lin to optimize allocation of water resources,to save and protect water and ensure sustainable utilization and further to support and guarantee for the sustainable development of local economy and society,seek maximize social,economic and ecological benefits.
