我国反恐情报体系的构建

Construction on China's Counterterrorism Intelligence System

当前我国恐怖活动不断向内地渗透、外溢,袭击目标向公共场所和普通群众转移,暴恐实施主体向"家族式"小群体、独狼恐怖袭击转变,随机选择袭击时机,突发性增强,作案工具以传统冷兵器为主,自制爆炸物呈上升趋势。在应对恐怖袭击中,我国反恐情报缺少反恐情报法律体系,情报共享存在壁垒,情报分析研判不到位,缺乏公开来源情报,全民反恐情报机制不健全。我国应完善反恐情报的立法,加强反恐情报的分析研判,加大开源性情报的收集,建立全民反恐情报机制。

At present,the terrorist activities in China continue to infiltrate and spill over into inland,whose targets are shifted to public places and ordinary people. The subject of violence and terrorism is transformed to the＂family＂minority and the＂wolf alone＂terror attack. The occasion of attacks is random and outbreak frequently.The main tools used in the crimes are traditional cold weapons,and the number of homemade explosives is on the rise. In response to terrorist attacks,our country lacks a sound national counterterrorism intelligence system. We lack of the legal system in counterterrorism intelligence,defect in intelligence sharing and cannot in place well to analyze as well as judge the intelligence and we are shortage of the intelligence from public sources. Our country should improve the legislation of counterterrorism intelligence to strengthen the analysis and judgment of the anti-terrorist intelligence and increase the collection of the open source intelligence,so that we can establish the national counterterrorism intelligence system.
