河北省行政审批标准体系建设探析

Analysis on the Construction of Administrative Approval Standards System in Hebei Province

本文以河北省市、县两级行政审批局"全覆盖"的设立及网上服务平台建设为背景,以国家《行政许可标准化指引(2016版)》为指导,将标准化的原理和方法应用到行政审批服务行为、办事流程、监督管理、评价改进、数据应用等重要环节,探索建构满足"标准化+互联网+行政审批"服务全过程的标准体系。

This paper takes the establishment of ＂all-covered＂ administrative examination and approval bureau at the city and county levels in Hebei Province as the basis and the construction of online service platform as the background, and uses the Guidelines for the standardization of administrative licensing （2016 edition） as a guide, applies the standardized principles and methods in important aspects such as administrative approval service behavior, service flow, supervision and administration, evaluation and improvement, and data application, etc., and explores the construction of a standards system that satisfies the entire process of＂standardization＋Internet＋administrative approval＂ services.
