论新时代高校依法治校与以德治校的有机结合

On the Organic Combination with the Rule of Law and the Rule of Virtue of Colleges and Universities in the New Era

习近平总书记在十九大报告中明确指出,建设社会主义法治国家,要坚持依法治国和以德治国相结合。高等学校作为我国社会的重要组成单元,肩负着人才培养、科技强国、承接历史的重任,在我国进入社会主义发展的新时代后,更应将依法治校和以德治校两者有机结合(以下正文中简称"两结合")。依法治校的根本在于,高等学校的立足与发展必须纳入到法治的轨道上来,行事遵法,遇事找法,解决问题用法,培养人才尚法。同时,高等学校是人才培养的主阵地,是塑造灵魂的象牙塔,是青年成长的孵化机,必须坚持社会主义的办学方向,在吸取和传承中华民族五千年文化积淀的基础上,在习近平新时代中国特色社会主义思想指引下,强化传统美德、社会公德、个人品德教育,真正做到法治规范方向,道德涵养情操,把依法治校和以德治校完美结合,建设无愧于时代的大学,塑造无愧于时代的人才,为中华民族伟大复兴助力、铸魂。

In the report of the 19th National Congress of CPC, General Secretary Xi Jinping clearly pointed out that to build a socialist country under the rule of law, we must adhere to the principle of governing the country according to law and governing the country with virtue. As an important component of our country, colleges and universities undertake the important task of personnel training, enhancing scientific and technological power, and undertaking historical mission. After a new era of socialist development, we should organically combine the rule of law and the rule of virtue in colleges and universities.（hereinafter referred to as ＂two combinations＂） The fundamental principle of managing the school according to law is that the establishment and development of higher education must be incorporated into track of the rule of law, follow the law, solve the problem under the law, and cultivate the advocates of the law. At the same time, colleges and universities are the main positions for talent training. They are the ivory towers of molding the soul and an incubator for the growth of youth. We must adhere to the direction of socialist education. Based on the absorption and inheritance of the five-thousand-year cultural accumulation of the Chinese nation and under the guidance of Xi Jinping’s thought on socialism with Chinese characteristics for a new era, we must strengthen the education of traditional virtues, social ethics as well as personal morality, and really follow the direction of the rule of law, abide by ethics to cultivate our sentiment, and combine the rule of law and the rule of virtue perfectly. It helps to build colleges and universities and cultivate talents. They are worthy of the times and contribute to the great rejuvenation of the Chinese nation.
