规范完善公用涉密项目政府采购探析

An Analysis of Standardization and Further Improvement of Government Procurement in Public and Classified Projects

公用涉密项目实行政府采购有利于保护核心工作机密、形成稳定的采购机制,促进涉密工作发展和加强财政支出管理,但目前存在法律政策不明确、项目管理和认定不规范、工作流程不细密、人员管理不完善等问题。文章对其原因进行了分析,提出了规范完善政府采购公用涉密项目的建议。

The implementation of government procurement in public and classified projects is conducive to the protection of core work secrets, the formation of a stable procurement mechanism, the promotion of classified work and the strengthening of financial expenditure management. The problems in public procurement of government classified projects are the unclear laws and policies, the non-standard project management and certification, the poor workflow and the imperfect personnel management, etc. This paper focuses on the analysis of the reasons of problems which have mentioned above and some suggestions for standardizing and improving government procurement in public and classified projects are proposed.
