物流园区属性与政府权责研究

Research on the Government Power and Responsibility of Logistics Park Development

本文在物流园区属性的解析基础上,探讨了我国政府在物流园区的规划、建设、管理运营等不同阶段的权责匹配情况,并借鉴日本、德国政府在物流园区不同阶段的权责匹配关系,最终构建适合我国物流园区发展的政府权责匹配关系框架,并给出相应的政策建议。

Based on the analysis of the logistics park,the paper discussed the government power and responsibilities during the planning,construction and operation phases of logistics parks.Through studying the experience of Japan and German government at different stages of logistics park construction,we paper built a framework,which can be used as a policy tool to improve the development of logistics parks in China.
