摘要
在立法过程中推行专家参与机制是践行科学立法和民主立法的必要之举,是探索和推进立法机制改革创新的大势所趋。当前,关于专家参与立法的途径和程序存在诸多不足,专家参与立法的规范化路径在于:(一)制定专家参与立法的基本制度;(二)区分专家参与立法的不同模式;(三)强化专家参与立法的保障措施;(四)探索专家遴选的市场化途径。
Expert participation in legislation is considered an innovation in legislation.This paper suggests that participation of experts in legislation can be implemented in the following ways:to bring in regulations;to decide how experts participate in legislation;to introduce supportive measures;to set up expert selection system.
