绿色金融的内涵演进、发展模式与推进路径——基于绿色转型视角

A Perspective of Green Transformation:Evolved Connotation,Development Model and Approaches

资源环境恶化倒逼经济绿色发展背景下,绿色金融被纳入国家发展战略。绿色金融作为推进资源节约、污染减排的重要推动力,虽发展快速但仍不能满足日益增长的绿色投资需求。相关研究多强调绿色金融的构建问题,忽视了内涵逻辑与发展模式的研究。绿色金融经历理念提出、准则相容、供给与需求的内涵演进过程。从内涵逻辑及绿色发展阶段看,绿色金融发展遵循"自下而上"与"自上而下"两种发展模式。而我国绿色金融遵循由上而下的发展路径,本质上是由政府为推进经济绿色转型而主导的强制性制度变迁。推进绿色金融一方面应遵循市场原则,推动金融市场化、建立信息共享平台、完善绿色金融基础设施,并积极发展绿色经济;另一方面应结合我国绿色转型背景与政府主导实际,在提高法治水平与完善监管措施的同时,着力强化政策绿色导向,优化绿色财政配置效率,构建支持绿色发展的协同激励机制。

In the background that the green economy is forced to develop by the worsening resources and environment,the green finance is included in the national development strategy. As an important driving force to promote resource conservation and pollution reduction,it has developed rapidly but still cannot meet the growing demands for green investment. The existing related researches have emphasized more on the construction of green finance but ignored the intensional logic and the development model. The green finance has undergone a process of idea generation,compatible maxim and evolution of supply and demand. In the perspective of the intensional logic and the stages of green development,the development of green finance follows bottom-up and top-down models. China＇s follows the latter one. Essentially it is a mandatory institutional change led by the government to promote the green transformation of the economy. The development of green finance,on the one hand,should abide by the market principles to make the finance marketable,establish the information-sharing platform,improve green financial infrastructure and actively develop green economy. On the other hand,China should take the background of green transformation and the government-dominated reality into consideration to raise the level of the rule of law and perfect the regulations. Meanwhile,it should focus on strengthening the guidance of green policy to optimize the efficiency of green financial allocation and establish the synergetic and incentive mechanisms to support the green development.
