The Welsh Children’s Play Policy Framework for the Protection of Children’s Play Right

威尔士是英国第一个颁布儿童游戏政策的地区。威尔士地区保障儿童游戏权利的政策主要有：（1）多措并举，多管齐下，保障儿童参与游戏的机会。（2）实施“风险一效益”评估，为儿童提供具有安全性与挑战性的游戏环境。（3）创建专业化的工作团队，为儿童游戏提供专业支持。（4）开展“游戏充分性评估”，保障游戏政策的有效落实。威尔士地区的经验可为我们提供如下启示：应明确儿童游戏权利的基本内容，提高公众保护儿童游戏权利的意识，建立保护儿童游戏权利的运作机制。

Wales is the first region which published children＇s play policy in Britain. Measures for children＇s play policies in Wales include four parts （1） various measures should be taken to protect children＇s participation in play; （2） ＂risk-benefit＂ as- sessment should be made to provide safe and challenging environment for children; （3） professional team should be built to pro vide professional support for children＇ s play; （4） ＂Play Sufficiency Assessment＂ should be implemented to ensure the effective implementation of play policy. Welsh practice can provide some enlightenment for us： the basic content of children＇s right to play should be clarified; public awareness of protecting children＇ s right to play should be improved; mechanism of protecting children＇ s right to play should be established.
