创新驱动对现代产业发展新体系演进的作用机理——基于生产函数的视角

The Mechanism of “Innovation-driven” on the Evolution of the New System of Modern Industry Development——Based on the Perspective of Production Function

当前,学界就创新驱动的内涵及其对构建现代产业发展新体系的作用机理尚未达成统一的认识。本文回归熊彼特对创新概念的最初界定,从实际生产问题出发对创新驱动进行内涵界定,并在生产函数这个统一的框架下研究创新驱动对现代产业发展新体系演进的作用机理。结果显示,创新驱动涵盖技术创新、组织创新和制度创新三个维度。其中,技术创新是核心,组织创新是载体,制度创新是保障,三者协同作用于现代产业发展新体系的演进。基于此,本文建议在实施创新驱动构建现代产业发展新体系的过程中,要从顶层设计、协同驱动等方面进行政策设计,根据不同产业和地区的异质性特征因地制宜地实施创新驱动策略。

At present,the academia has not reached a consensus on the connotation of innovation-driven and its mechanism for constructing the new system of modern industry development.This article returns to Schumpeter’s initial definition of the concept of innovation,starting from the actual production issues to define the connotation of innovation-driven,and under the unified framework of production function,we study the mechanism of innovation-driven on the evolution of the new system of modern industrial development.The results show that innovation-driven has three dimensions：technological innovation,organizational innovation and institutional innovation.Among them,technological innovation is the core,organizational innovation is the carrier,and the institutional innovation is the guarantee,and the three work synergistically in the evolution of the new system of modern industrial development.Based on this,this paper proposes that in the process of implementing the innovation-driven construction of the new system of modern industry development,policy design should be carried out from the perspective of top-level design,synergydriven,etc.,and innovation-driven strategies should be implemented according to the heterogeneity of different industries and regions.
