国土资源管理与实施乡村振兴战略研究——以福建省为例

Research on Management of Land and Resources and Implementing Rural Revitalization Strategy: Take Fujian Province as an Example

党的十九大作出的实施乡村振兴战略的重大决策,对于决胜全面建成小康社会、全面建设社会主义现代化国家具有重大的现实意义和深远的历史意义。国土资源管理在经济社会发展中起着重要的支撑作用,应当在实施乡村振兴战略中有更大的作为和担当。本文按照实施乡村振兴战略的总要求,立足国土部门职能,结合福建省实例,从推进"多规合一"、严格耕地保护、耕地提质提效、实施生态修复、精准扶贫攻坚、深化土地改革等六个着力点阐述国土资源管理如何助力乡村振兴战略实施,并提出对策建议。

The major decision of implementing rural revitalization strategy was proposed on the 19th National Congress of the CPC, which is practically and historically significant to win the victory of comprehensively finishing the building of a moderately prosperous society and a socialist modernized country. The management of land and resources play a great supporting role in the economic and social development, which could have more effects on implementing rural revitalization strategy. According to the general requirements of implementing rural revitalization strategy, based on the function of land bureau and the example of Fujian Province, this article elaborates how to implement the rural revitalization strategy by the management of land and resources and make suggestions from six aspects including promoting Multiple Plan Integration, enforcing farmland protection, promoting the farmland, restoring the ecosystem, reducing targeted poverty and deepening the reform of land system.
