摘要
改革开放40年来我国教育改革发展取得了辉煌成就。在如今改革进入攻坚期、深水区的新时期,为实现教育更高质量的发展,我们还须深化教育领域综合改革。要深化教育领域综合改革,应进一步解放思想,以专业性眼光来看待教育改革,以解除对教育改革的不合理限制;在高度重视自上而下的教育改革时,不应忽视自下而上的教育改革;为提高教育改革的成效,既应重视教育改革的回应式立法,也应重是视教育改革的建构式立法,并实现两者的有效互动;要取得教育改革特别是教育行政管理体制改革的真正成功,不能拘泥于渐进式改革,趑趄不前,而应抓住时机,进行突进性改革。
In 40 years of reform and opening-up, China's education reform has made brilliant achievements. Now the reform has entered the deep water zone where tough challenges must be met. In order to achieve the higher quality of education development, we must intensify education reform comprehensively. To achieve this goal, we should further emancipate the mind, view education reform in a professional insight, in order to remove the unreasonable restrictions on the education reform. When attach great importance to the top-down education reform, we should not ignore the bottom-up education reform. In order to improve the effectiveness of the education reform, we should attach importance to both responsive legislation and constructive legislation in education reform, and to realize the effective interaction of both. To achieve the truly success of education reform, especially the education reform of the administration system, we can't constrained to gradual reform, but should seize the moment, carry out the breakthrough reform.
