论医养结合养老模式发展中价格机制的完善

On the perfection of the price mechanism in the development of medical care and pension mode

伴随我国逐渐迈入老龄化社会,医疗和养老产业需求快速释放,医养结合的养老模式成为破解老龄化难题的重要路径。本文首先介绍了我国医养结合养老模式的具体情形,指出其在优化养老服务供给、整合医疗与养老资源方面具有独特优势,是推进我国养老市场发展的必然选择;进而分析了在市场经济条件下相关领域僵化的管理体制、价格形成机制和不完善的价格管理制度、配套政策对医养结合养老模式的发展产生了阻碍作用;然后针对性地从构筑医养结合法律制度体系、推进医养结合公共服务均等化等宏观方面和完善医养服务价格管理体制、改进医养服务价格定价方法等微观方面提出了对策建议。

with the gradual entry into the aging society, the demand for medical and old-age industry is released rapidly, and the old-age model combining medical care has become an important path to solve the problem of aging. This paper first introduces the specific situation of the mode of combining medical care and pension in China, and points out that it has unique advantages in optimizing the supply of old-age service,integrating medical care and endowment resources, and is an inevitable choice to promote the development of the pension market in China, and then analyzes the rigid management system and price shape in the field of market economy. The mechanism and imperfect price management system and supporting policies have a hindrance to the development of medical support combined with the old-age mode. Then, it aims at improving the management system of medical care price grid and improving the price of medical care service by constructing the legal system system of combining medical care with the legal system, promoting the equalization of medical care and the equalization of public service and so on. The pricing methods and other micro aspects put forward countermeasures and suggestions.
