摘要
师范生免费教育政策已经实施11年,其中一对矛盾一直影响着政策实施的质量,体现在国家的政策期望和公费师范生个体价值实现之间的有限冲突上。由利益相关者视角切入,从国家利益和公费师范生个体利益两个维度完善政策实施的保障机制,有助于有效地解决政策制定之初面临的两大教育问题。
The policy of free charge normal education has been published ten yeas. During this time, there is a contradiction between the state value and individual development value which has affected the quality of the policy implementation. In the stakeholders' point of view, constructing guarantee mechanism from both the state and individual's aspects which are the main two stakeholders of this policy can solve the two educational problems occurred when the policy has been published.
