摘要
以山西省为例,对2000年以来我国中小学教师培训政策的实施情况进行综合分析表明,当前,我国中小学教师培训政策存在以下问题:人力和财力资源匮乏导致政策推进乏力;监管体系不完善导致政策实施缺乏刚性;政策手段缺乏科学性导致政策效果难以彰显。为了提高中小学教师培训政策的决策水平和质量,政策制定应与政策环境相匹配,政策的执行应加强监管,教育行政管理应协调统一,政策的制定应注重多元主体的参与。
Taking Shanxi Province as an example, a comprehensive analysis was made of the implementation of the teacher training policy in primary and secondary schools since 2000. The results show that problems existing in the teacher training policy in primary and secondary schools are as follows: the lack of manpower and financial resources leads to the weak policy promotion; the imperfect supervision system leads to the lack of rigidity in policy implementation; and the lack of scientificity of policy measures leads to the unfavorable policy results. In order to improve the decision-making level and quality of teacher training policy in primary and secondary schools, policy formulation should be matched with the policy environment; the supervision of policy implementation should be strengthened; education and administration should be coordinated; and the participation of multiple subjects should be given high priority during the policy-making.
