城市治理体系初探——基于北京S区城市管理模式的考察

PRELIMINARY STUDY ON URBAN GOVERNANCE SYSTEM: BASED ON THE STUDY ON URBAN MANAGEMENT MODE OF S DISTRICT, BEIJING

随着城市急剧转型,城市外在形态发生了显著改变,其内在治理架构也应随之做出深刻调整。通过调研,总结北京S区初步形成以"综合"、"下沉"为特点的城市管理模式,但是,实践中仍存在组织机构不健全、参与主体单一、体制机制不完善、综合执法无保障、城管信息化滞后等问题。针对这些问题,亟需推动旧有的城市管理架构向城市治理体系转型。本文以治理理论为依据,构建目标层、理念层、动力层、任务层四个维度的城市治理体系理论框架,以指导城市治理现代化实践。

With the rapid transformation of cities, the external forms of cities have changed significantly, and their internal governance structure should be adjusted accordingly. Through investigation, we summarize that the urban management mode of S district in Beijing has formed the ＂integrated＂ and ＂sinking＂ characteristics. While in practice, there are still problems including imperfect organization, single type of participants, defective system and mechanism, comprehensive law enforcement with no guarantee, and urban management information lagging behind. To solve these problems, it is urgent to promote the transformation of the old urban management framework to urban governance system. Based on the governance theory, the paper constructs the theoretical framework of urban governance system consisting of four perspectives of target layer, concept layer, motivation layer, and task layer to guide the practice of urban governance modernization.
