摘要
城市的收缩与相应的社会经济情景密切相关,中国的城市收缩研究应该基于特定的转型语境。工业园区诞生于改革开放以来急速的工业化过程,而在转型发展的新阶段中也将率先面临尤为严峻的收缩压力。当前经济环境与政府治理的转型特征,决定了中国工业园区的收缩现象往往并不是单纯的衰退。在空间表现方面,收缩与增长的现象共生拼贴;而在驱动因素方面,收缩很可能是政府主动推动转型发展的结果。本文以常州高新区黄河路两侧地区为研究对象,分析了开发区局部收缩的特征,解析了驱动收缩产生的政府干预作用,并将此类局部收缩现象界定为调整型"穿孔"。政府基于特定发展意图的干预行为,将增加局部收缩的产生概率与收缩程度。虽然局部收缩并不意味整体衰退,但政府仍然应该不断优化治理方式,寻求理性"收缩"与积极"再生"的协同路径。
Urban shrinkage is closely related to social-economic conditions. The studies on urban shrinkage in China should be framed under the context of socio-economic transformations. A large number of China's industrial parks that have emerged rapidly since the reform and opening- up in the 1980s have been facing huge shrinking pressures in the new transformative period from the mid 2000s. Currently the transformation of economic environment and governance mode determines that the shrinkage of industrial parks in China is not a simple decline. In terms of spatial expression, shrinkage and growth may co-exist; in terms of driving factors, shrinkage is likely to be the result of the government's active promotion of transformation. Based on an empirical study of the areas along Huanghe Road in Changzhou High- Tech Zone, this paper analyzes the characteristics of local shrinkage in this industrial park and the government intervention in driving the shrinkage. In this research, the government's regulation-induced urban shrinkage is conceptualized as regulative "perforation". The paper argues that the government interventions based on particular strategic intentions can increase the probability of local shrinkage and the degree of shrinkage. Although local shrinkage does not mean an overall decline, the government should continuously optimize the governance mode and seek a balance between rational shrinkage and positive regeneration.
