基于民意调查的成都市新农村规划思路探索

EXPLORATION OF NEW COUNTRYSIDE PLANNING IN CHENGDU BASED ON PUBLIC OPINION SURVEY

新农村规划建设是成都市开展城乡统筹工作十余年来重点关注的内容之一。本文在回顾成都市新农村规划建设总体情况的基础上,开展对成都市城乡居民居住、从业现状与未来意愿的民意调查,以审视成都市新农村规划建设的成效与不足。调查表明,农村居民生活条件明显改善,但空心化现象仍然显著,就地城镇化进程仍旧缓慢。基于这一结论,本文从引导农村人口流动、推动"人、地、房"三者统一、促进"产村相融"、实现"建改保"相结合、创新农村集体资产经营体制等多个方面探索未来成都市新农村规划思路转型,以期为其他城市实现新农村可持续发展与科学合理布局提供参考。

Planning and construction of new countryside is an important part of urban-rural integration in Chengdu over the past decade. Based on a review of the general condition of the new countryside planning and construction in Chengdu, this paper carries out public opinion survey about living and working status and future intentions of urban-rural residents to reflect the effect and shortage of new countryside planning and construction in Chengdu. According to the survey, the living condition of rural residents has improved obviously, while the phenomenon of hollow village is still significant, and the process of local urbanization still lags behind. Based on this conclusion, this paper explores the idea transformation of new countryside planning in Chengdu by guiding the flow of rural population, driving the unity of people, land, and housing, promoting rural-industrial integration, realizing the combination of construction, reform, and protection, innovating rural collective asset management system, hoping to provide references for sustainable development and scientific layout of new countryside in other cities.
