成都市城市总体规划强制性内容分级管控探索

EXPLORATION ON CLASSIFIED CONTROL OF MANDATORY CONTENT OF CHENGDU CITY MASTER PLAN

为增强总体规划的权威性和严肃性,落实总规编审分离要求,按照事权明晰、分级管控、刚弹结合的思路,成都市新一轮总体规划开展了强制性内容分级管控的探索,建立了对应国、省、市管理事权的三级管控体系,明晰了强制性内容分级分类的依据、探索了总体规划强制性内容的成果表达形式和分级管控内容修改的规则等,在既不减规划内容,也不减少国务院及住房城乡建设部的审批及管理权限的前提下,实现总体规划管理的"刚弹结合",与规划事权相对应,对全部的强制性内容既能监督和督查,又预留有一定的灵活性。

In order to enhance the authority and seriousness of the overall planning and implement the general rules and regulations separation requirements, the new round of Chengdu City Master Plan explores the classified control on mandatory content following the principles of clear jurisdiction rights, hierarchical control, and combination of rigid and flexible policies. It establishes the three-level control system corresponding to the management powers of countries, provinces and municipalities, clarifies the basis of the mandatory content classification, and explores the results of the compulsory content of the overall planning. The paper analyzes the form of expression and the contents of the rules and regulations for content modification. Under the condition of not reducing either planning content or the management power of the State Council and the MOHURD, the plan realizes a ＂combination between rigid and flexible content＂ in master plan management. And corresponding to planning jurisdiction rights, it tries to monitor and examine all the mandatory content and reserve certain flexibility.
