摘要
结合清河采油厂实际,分析"三基"工作存在的突出问题,通过以解决问题为导向,着力抓统筹、强基础、建机制,充分发挥基层合力,采取多种措施对策,推动"三基"工作落地生根。主要措施:健全机制,增强全员责任力;加强基层建设,提升队伍凝聚力、执行力、战斗力;进一步理清理顺业务界面、工作流程、规章制度、标准体系和基础资料,编制推广基层《基层管理手册》和《基层岗位操作手册》;持续加强基本功训练。
Combining with Qinghe Oil Production Plant,the author analyzes the main problems in "Three Bases"work and thinks that we should focus on overall planning,solid foundation,mechanism construction,joint efforts at basic level and various measures to advance"Three Bases"work effectively.The main measures are as follows:completing the mechanism to strengthen the whole staff's ability to take responsibility,enhancing grassroots construction to promote cohesive force,executive force and fighting capacity in enterprises,continuing to sort out business interface,work procedure,rules and regulations,standard system and base data,drawing up and spreading"Grassroots Administrative Manual"and"Grassroots Post Operation Guide"and continuing to strengthen basic skills training.
