传统工业园区工业废水集中收集第三方治理探索与实践——以宁波经济技术开发区国家试点项目为例

The Exploration and Practice on the Centralized Collection and the Third Party Governance of Industrial Wastewater in Traditional Industrial District:Illustrated by the Case of National Pilot Project in Ningbo Economic and Technological Development Zone

文章结合宁波经济技术开发区承担的工业废水集中收集第三方治理国家试点项目的实施情况,分析了对传统专业化工业园区采取环境污染第三方治理面临的宏观层面法律法规依据不足、中观层面工业废水集中收集处理的经验不足和微观层面土地空间不足的困境,介绍了"整体设计、模块运作、一体运营"的设计思路及政策保障、运作模式与投融资、付费机制等顶层设计方案。

Using the national pilot project on third party governance of industrial wastewater in Ningbo economic and technological development zone as an example,the paper summaries three problems in third party governance of industrial wastewater in traditional industrial district, including the lack of the laws, experiences and lands. Meanwhile, the paper introduces the design ideas of ＂overall design, module operation, integrated operation ＂, as well as the top-level design schemes including policy guarantee,operation mode,investment and financing and payment mechanism.
