Application of Virtual Disposal Cost Method in Assessment for Surface Water Environmental Damage

本文应用该法对"废塑料水洗造粒加工点"地表水环境损害事件进行案例分析,构建了单位治理成本、期间损害、其他合理必要费用、量化地表水环境损害价值的基本框架,探讨了考虑环境功能敏感系数、环境损害调整系数的虚拟治理成本法的适用性,提供了典型行业单位治理成本调查统计数据及收费标准法、实际调查法。

The paper applies this method in the case study of ＂waste plastics water-washing and processing point＂surface water environmental damage event,establishes a basic framework of unit disposal cost,interim damage,other necessary and reason-able cost,quantizing value of surface-water environmental damage,also discusses the applicability of virtual disposal cost method by introducing environmental function sensitivity coefficient and environmental damage adjustment coefficient. Based on providing typical industry survey statistics of unit treatment cost and charge standard method, actual survey method, virtual disposal cost method will greatly increase the efficiency of value quantification of surface water environmental damage.
