我国碳排放交易市场发展现存问题及建设建议

Problems and Suggestions in the Development of Carbon Emissions Trading Market in China

中国共产党十九大报告提出要在绿色低碳等领域培育新增长点与新动能,党中央、国务院高度重视碳排放权交易市场建设工作,对该市场的建设提出了新要求。2017年12月19日,随着国家发改委印发《全国碳排放权交易市场建设方案(发电行业)》,我国统一碳排放交易体系完成了总体设计并正式启动,标志着我国成为全球最大的碳排放权交易市场。本文以我国碳排放交易市场发展现状为切入点,探讨我国碳排放市场现存问题,并以欧美为例基于国际碳交易市场的现状与运行机制,针对我国碳排放市场建立的现存问题提出相应对策建议。

The report of 19 th CPC National Congress has proposed that we should foster new growth points and energy in the field of green and low carbon finance. The government has attached great importance to the construction of the carbon emission trading market,and put forward new demand and hope. In December 19,2017,China ＇s carbon emissions trading system which is the world＇s largest carbon emission trading market established. This paper discusses the existing problems in China＇s carbon emissions market,based on the current situation of the market and operating mechanism of the international carbon trading market. This paper also puts forward some countermeasures and suggestions for the existing problems of China＇s carbon emissions market.
