主题·问题·破题:社区精准治理机制研究——基于重庆市L街道的案例分析

在全面深化改革和推进国家治理现代化的进程中,精准化已成为社区治理创新的基本方向。完善社区精准治理机制既是适应互联网时代全面提升社区治理体系和治理能力现代化的需要,也是贯彻以人民为主体的思想,精准回应广大城乡居民需求、精准提供公共服务的需要。目前,社区精准治理机制在主体上存在治理能力不强、在客体上存在需求导向不够、在方式上存在协商协同不足、在工具上存在掌握运用不力等问题。为此,需要通过推行区域化党建、加强社区工作者队伍建设、推进基层协商制度化、完善社区公共服务体系、厘清基层政府与社区关系、推进智慧社区建设等六大措施来破解这些问题,从而推进社区治理的精准化。

In the overall process of deepening reform and promoting the modernization of national governance,precision has become the basic direction of community governance innovation. To perfect community governance precision mechanism is adapted to the age of the Internet for promoting the modernization of community governance system and ability,and also meets the needs for implementing based on people ’s thoughts,precisely responding to the requirements of urban and rural residents,and precisely providing the public service. At present,there exists four problems in the community precision governance mechanism： the governance ability of the main body is not strong,demand orientation of the object is not obvious,the way of deliberation and synergy is insufficient,application of the tools is not proficient. So,in order to promote the accuracy of community governance we need to make the following six big measures to solve those abovementioned problems： promoting the implementation of regional party construction,reinforcing the construction of the team of community workers,promoting the institutionalization of grassroots deliberation,perfecting the community public service system,clarifying the relations between grassroots government and community,and promoting the construction of the intelligent community.
