摘要
科技计划项目绩效即为根据发展目标,在筹备期间预先估计目标完成对社会经济的成果估计。科技计划目的是为了引导社会创新的步伐,推动科技发展进步,科技计划项目绩效评价在优化分配资金、提高科学技术研究效率、调整机构研究方向和科技计划方面有着极大的优势,同时也是政府对财政资金有利运用,促进当地发展科技。分析了科技计划体系构建原则,探讨指标体系的标度设计及指标权重的确定。
The performance of a science and technology program project is based on the development goals. It is estimated that during the preparation period,the target＇s accomplishment of the socio-economic results is estimated.The purpose of the science and technology plan is to guide the pace of social innovation and promote the development of science and technology. The performance evaluation of scientific and technological plan projects has great advantages in terms of optimizing the allocation of funds,improving the efficiency of scientific and technological research,and adjusting the research directions of the institutions and scientific and technological plans,and the use of fiscal funds is beneficial to promote local development of science and technology. The principle of the construction of science and technology plan system was analyzed,and the scale design of index system and the determination of index weight were discussed.
