跨区域应急联动医疗救援模式与应用探讨

A study on cross-regional emergency medical rescue mode and its application

目的:探讨适合行政交界区域的跨区域应急联动医疗救援体系的模式,提升交界区域应急医疗救援效率和水平。方法:通过对银川周边交界区域现有突发事件应急管理机制的不足进行分析,依托区域合作内现有的急救资源,通过网格化管理理论,建立"信息互通、资源共享、授权指挥"的应急救援机制。结果:通过在交界区域双方(多方)建立联动机制,搭建指挥调度平台,制定应急预案,组织跨区域应急演练,使交界区域的突发事件处置效率大大提升。结论:以急救呼叫反应时间为唯一标准,构建"统筹、协调、联动、高效"的多层次、网格化区域医疗应急联动救援模式,建立"信息互通、资源共享、授权指挥"的应急救援机制,对提高银川周边区域交界地区急救反应时间,提高急救资源的利用率,增强不同行政区域急救体系的协同工作能力,实现地区间应急救援无缝隙连接的"大急救网络"具有十分重要的意义。

Objective：To explore the mode of cross-regional emergency medical rescue system for administrative boundary regions so as to improve the efficiency and level of emergency medical rescue in boundary areas.Methods：With the deficiency of existing emergency management mechanism in Yinchuan＇s peripheral boundaries analysed,the emergency rescue system of ＂information exchange,resource sharing,authorized command＂ was established on the basis of the existing emergency resources in the regions＇ cooperation and grid management theory.Results：Trough establishment of the joint-action mechanism in both（multiple）boundary regions,construction of command and dispatch platform,formulation of contingency plans and organization of cross-regional emergency drills,the efficiency of emergency management in boundary areas was greatly raised.Conclusion：Based on reaction time of emergency call as the only standard,the multi-level and grid regional medical emergency linkage rescue mode of ＂plan as a whole,coordination,linkage,high efficiency＂ was established,and the emergency rescue mechanism of ＂information exchange,resource sharing,authorized command＂ was set up.These can signicantly improve the emergency reaction time in the boundary areas of Yinchuan,increase the utilization rate of emergency resources,enhance the collaboration ability of emergency system in different administrative regions,and implement the ＂ big first aid network＂ of seamless connection of cross-regional emergency rescue.
