基于选择实验法的民众生态彩票购买偏好研究

A Choice Experiment on People's Ecological Lottery Purchase Preferences

加快生态文明建设,建设美丽中国,是党的十九大做出的战略部署。将生态彩票纳入生态建设融资渠道,有利于促进生态建设资金筹集方式的多元化发展,减轻政府的财政压力。文章运用选择实验法,在对辽宁省沈阳和朝阳两市的407位民众进行调查的基础上,使用Mixed Logit模型,对民众的彩票属性偏好及支付意愿进行计量分析。结果表明:(1)在彩票属性中,民众对彩票公益金使用范围的选择偏好及支付意愿最高,对彩票最高奖金的偏好程度和支付意愿大于彩票的中奖率。(2)彩票发行方式和公益金分配方式对受访者选择影响显著性较低。(3)地区间、城乡间民众的购彩偏好及支付意愿存在较大差异,彩民与非彩民样本回归结果差异不大。文章研究结果为生态彩票发行管理提供了理论依据,对促进生态建设融资渠道的多元化发展,具有重要意义。

Accelerating the construction of ecological civilization and building a beautiful China are the strategic arrangements made by the 19 th CPC National Congress. Introducing ecological lottery into the financing channels of ecological forestry is conducive to promoting the diversified development of ecological forestry fund raising methods and alleviating the government’s financial pressure. 407 persons in Shenyang City and Chaoyang City of Liaoning Province were surveyed by using choice experiment and the Mixed Logit model was used to analyze the preferences and WTP for the lottery,the empirical results show that：（ 1） The respondents have the highest preference and WTP on the using range of the public welfare in all the attributes of the lottery and their preference and WTP of the lottery bonuses are greater than that of the winning probability of lottery;（ 2） The way of the issuance of the lottery and the distribution of the public welfare fund has a less significant impact on the choice of respondents.（ 3） There are significant differences in preference and WTP between regions and between urban and rural areas,there is no significant difference between the lottery player and non-lottery player samples. The results of this study provide a theoretical basis for the distribution and management of the ecological lottery,which has great significance on the diversified development of the ecological forestry financing channels.
