哈尔滨市农产品质量安全检验检测体系建设情况研究

Research on the Inspection System of Agricultural Products Quality and Safety in Harbin

为使农产品质量安全检验检测体系稳定,可持续发展,通过对哈尔滨市农产品质量安全检验检测体系建设情况及运行现状的调研,分析了存在的主要问题,即管理机构的不捋顺,检测人才的匮乏,财政投入的不足,风险监测、预警能力体系化建设力度不够等,提出了明确功能定位,科学整合资源,加大资金投入,创新检测工作模式等对策。

In order to enture stable and sustainable development of quality and safety inspection system for agricultureal products.Through the investigation of the construction and operation status of quality and safety inspection system of agricultural products in Harbin,in this paper we analyzed the main problems,namely the ineffectiveness of management institutions,the lack of testing talents,the lack of financial input,the systematization of risk monitoring and early-warning capabilities construction is not enough.A clear functional orientation,scientific integration of resources,increase capital investment,innovative detection mode of action and other measures were put forward.
