基于“双赢”视角的河南粮食主产区土地流转长效机制研究

Research of Long-Term Land Circulation Mechanism in Main Grain Producing Erea of Henan Based on the Perspective of Win-Win

在"双赢"视角即保障粮食增产、农民增收的前提下,应加快推进河南粮食主产区土地流转的步伐,完成由传统农业向现代农业的转化,实现农业规模经营、产业化种植、标准化生产的良性循环。对于目前河南粮食主产区土地流转过程中出现的新问题,如参与土地流转的农民利益得不到保障、流转的土地由于种粮比较效益偏低很难用于低附加值的粮食生产、农民市场化意识较低等,应尽快从健全土地流转制度、积极培养新型职业农民、多渠道提高种粮效益、加强农业风险防控等方面建立健全土地流转的长效机制。

On the premise of guaranteeing food production and farmers＇ income,quickening the land circulation in main grain producing areas of Henan,completing the transformation from traditional agriculture to modern agriculture,realizing the benign track of agricultural scale management,industrial planting and standardized production.At present,facing the new problems which are found in the process of land circulation in the main grain producing areas of Henan,such as protecting the benefits of farmers involved in land circulation, circulation of land due to low grain comparative benefits is difficult to used for food production and low added value and low farmers market consciousness. The long-term mechanism of land transfer should be established as soon as possible from the improvement of the land transfer system, the positive cultivation of new-type professional farmers, the improvement of grain yield benefit from multiple channels and the strengthening of agricultural risk prevention and control.
