基于以人为核心的洞庭湖生态经济区新型城镇化路径研究

Study on New Urbanization Based on Human-oriented in Dongting Lake Ecological Economic Zone

洞庭湖生态经济区建设作为国家战略,推进以人为核心的新型城镇化是必然趋势。目前,洞庭湖生态经济区城镇化水平有所提高,但仍然存在诸多问题。洞庭湖生态经济区在"十三五"时期应充分利用政策红利和区位资源优势,探索以人为核心的新型城镇化路径,应遵从经济发展新常态的大逻辑,从供给侧结构性改革入手,在城乡基本公共服务均等化、户籍人口城镇化率提高、四化同步等层面发力,提升湖区人民获得感和幸福感。

The new urbanization is about urbanization of people.As a national strategy, the construction of Dongting Lake ecological economic zone is an inevitable trend to push forward the new urbanization based on human-oriented.Now,the level of urbanization in Dongting Lake ecological economic zone has improved, but there are still many problems.In the period of 13th Five-Year, the Dongting Lake ecological economic zone should fully use the advantages of national strategy and location resource, exploring a new kind of urbanization way, which is based on man. It should follow the great logic of the economic development, start with the structural reform of the supply side, the equalization of basic public services in urban and rural areas, the increase of the urbanization rate of the census register population,enhancing happiness of the people who live around the lake area.
