论东北老工业基地产业转型升级——兼及吉林省的选择与对策研究

On the Industrial Transformation and Upgrading of Northeast Old Industrial Base——Study on the Choice and Countermeasures of Jilin Province

在双重产业革命背景之下,有必要对东北三省产业转型升级进行辩证思考。其衰退有历史性,复兴也有必然性;其衰退是源于"产业缺位"导致的"体制固化",其复兴也必然要先体制改革再产业创新;其衰退之早现,恰恰是其复兴先机。为此,我们必须重新确定科学的发展战略,明确产业转型升级是由技术创新推动的,通过最终产品创新、加工技术创新、核心技术创新带来的整个经济体的转型升级,而非简单的产业结构演进。为此,东北地区应抓住机遇,科学确定发展定位,借助先发优势和政策优势、产业基础、人才优势,抓住一两个重点领域,有目标、分阶段地推进产业转型升级。

Under the background of double industrial revolution,it is necessary to dialectically think about the industrial transformation and upgrading of the three provinces in Northeast China.The recession has a historic nature and the revival is inevitable.The recession stems from the ＂system consolidation＂,and was caused by ＂industrial vacancy＂,and its revival will inevitably lead to the institutional reform and industrial innovation;Precisely its early recession is its renaissance advantage.Therefore,these provinces must re-determine scientifi c development strategies,make it clear that industrial transformation and upgrading are driven by technological innovation,and the transformation and upgrading of the entire economy brought about by product innovation,processing technology innovation,and core technological innovation rather than simple industrial structural evolution.As a result,the Northeast region should seize the opportunity to scientifi cally determine the development orientation,take advantage of the fi rst-mover status and policy,industrial foundation,and human resources,seize one or two key areas,and promote industrial transformation and upgrading in a targeted and phased manner.
